Baltimore Mayor Brandon Scott is appointing his fourth chief of staff: Calvin Young. Young is a longtime friend who delayed filing a mandatory ethics form for months after joining the mayor’s office last fall. Young, who has been serving as a senior advisor to Scott, is now being promoted and receiving a substantial pay raise.

Hired as a $140,000-a-year senior advisor on September 3, 2024, Young was required to submit an online financial disclosure form within 30 days but failed to do so on time. Despite this, he will assume the chief of staff position on April 9, with his salary jumping to $250,000—a 79% increase from his current earnings and approximately $20,000 more than his predecessor, Marvin James.

“There is no one I trust more to lead that team than Calvin,” Scott said in a statement. “He will lead this office and this city with excellence, talent, and grit.”

Young previously ran for mayor in 2016 with James as his campaign manager but garnered less than 1% of the vote in the Democratic primary. His twin brother, Caylin Young, serves as a state delegate representing Baltimore City and also works in Scott’s Office of Equity and Civil Rights.
